Specters are new enemies in Genshin Impact 2.1. Specters are of Anemo, Geo, and Hydro Specter types. However, they all drop the same thing, Spectral Husks. Spectral Husk is a new series of Ascension materials that you’ll only find by defeating Specter enemies.
It is used to level up The Catch polearm which is great to use with Raiden Shogun and it is also a material used to level up both Aloy and Kokomi. Find all the locations of Specters below to farm Spectral Husks easily.

As of now, Specters are only found in the newly introduced islands, Watatsumi and Serai Island.
